Yes. Bluff-top trees often lean toward the water and can't be dropped in that direction. They're usually climbed and lowered in pieces, with extra care around unstable ground near the edge.
A tree on your own residential lot typically doesn't need one. Trees in the right-of-way along the street, or on commercial property, can be different, so check with the township if you're unsure.
Millcreek borders the part of Erie where our office is, so it's one of the shortest drives we make. For storm calls, that usually means we can get there sooner than to outlying towns.
